New approach to commissioning services for children and young people
This paper updates Cabinet on our new commissioning approach for services for children and young people.
Background
On 13 October 2025, Minister Chhour updated Cabinet on progress implementing a new approach to commissioning services for children and young people. This includes the draft Oranga Tamariki Commissioning and Investment Plan.
The Plan outlines how we will commission services more effectively, focussing on evidence-based decisions, regional needs, and outcomes. It is a living document that continues to be refined.
The Cabinet paper:
- provides an update on commissioning and decommissioning services for the year ended 30 June 2026
- outlines funding requirements beyond 31 December 2025
- provides an update on identifying funding and services that could be transferred to the Social Investment Agency.
